i am in a 4 x 6 space and using 600w bulbs. Tried 1000 but it was a bit much for the space.

Calif law treats this scooter as an electric bicycle. So you should be able to park it anywhere bicycles are allowed. i use it in the bike lanes on the road. no problems so far.
